Municipal Regional Stormwater Permit (MRP 3) Resources (2022-2024)

The San Francisco Bay Regional Water Quality Control Board (Water Board) reissued the Municipal Regional Stormwater Permit (MRP 3) and it went into effect July 1, 2022. Like the past stormwater permits, MRP 3 mandates stormwater control measures for specified development projects. Overview of Provision C.3 of Municipal Regional Stormwater Permit (MRP) (PDF)

On October 14, 2009, the Bay Regional Water Quality Control Board (SFRWQCB), San Francisco Bay Region, issued a municipal regional stormwater permit (MRP) under the National Pollutant Discharge Elimination System (NPDES) permit program to the Alameda Countywide Clean Water Program (ACCWP). The goal of the MRP is to reduce pollution in stormwater runoff and limit increases in runoff flows from development projects. The City of Oakland, as a member of ACCWP, is a co-permittee under ACCWP’s permit and is, therefore, subject to the MRP requirements.

The SFRWQCB reissued MRP 3.0. The MRP 3.0 went into effect July 1, 2022, with further changes to the Regulated Project Thresholds effective July 1, 2023.

C.3 Stormwater Technical Guidance Manual for Developers (PDF)

This handbook is meant to assist developers, builders, and project sponsors, including postconstruction stormwater controls in their projects. Post-construction stormwater controls are required to meet local municipal requirements and state requirements in the Municipal Regional Stormwater Permit (MRP) and the Statewide Construction General Stormwater Permit (CGP).

City of Oakland Stormwater Supplemental Form MRP 3.0 (PDF)

This form must be submitted with all Planning and Zoning applications for projects defined as Regulated Projects by Provision C.3 of the Municipal Regional Stormwater Permit issued under the National Pollutant Discharge Elimination System (NPDES) and is required to be reported in Oakland’s stormwater Annual Report.

Stormwater Protection Parking Lot Maintenance Tips (PDF)

Owners of parking lots and companies that maintain them are responsible for meeting the stormwater requirements of the Municipal Regional Stormwater Permit 3 (MRP 3) for pavement maintenance activities. These requirements include pollution prevention practices during construction; installation of permanent low impact development (LID) stormwater controls; and may include trash capture controls.
