Housing & Community Development (HCD) Director Shola Olatoye today announced she has enhanced her leadership bench by creating two deputy director positions focused on the department’s core functions: housing and community development. The appointments of Christina Mun and Emily Weinstein will continue the Department’s organizational alignment toward its strategic focus on protection, preservation, and production of housing.
Christina Mun joined HCD in spring of 2020 from the San Francisco Mayor’s Office of Housing and Community development as the Assistant to the Director. She led the team that successfully submitted and won over $40M in State HCD Homekey awards in 2021, most notably as the project manager for Clifton Hall, the former California College of the Arts dormitory that is now a family shelter and permanent senior affordable housing project. She has served as HCD’s Acting Deputy Director, leading the housing production and strategic initiatives, where she developed the department’s first-ever dashboard.
In her new role as Deputy Director of Housing Development, Ms. Mun will continue to guide policy and data work for the Department and manage the multifamily and small homeowner lending teams. She brings over 15 years of experience in affordable housing development and policy.
HCD’s newest team member and Deputy Director of Community Development is Emily Weinstein. Ms. Weinstein earned a dual degree in City Planning and Real Estate Development from MIT and was recently selected as a Culture of Health Leader for the Robert Wood Johnson Foundation. Her community service includes two terms as a Planning Commissioner for the City of Oakland.
