Oakland, CA — Today, Wednesday, December 20, 2017, at 10:00 a.m., 11
members of the Oakland Police Department’s 177th Basic Recruit Academy
graduated at the Scottish Rite Center.
Oakland Police Chief Anne E. Kirkpatrick was joined by City Administrator
Sabrina Landreth, Assistant Chief John Lois, Deputy Chief Darren Allison,
Deputy Chief Leronne Armstrong, Deputy Chief Oliver Cunningham, Deputy
Director Virginia Gleason, Oakland Police Officers Association representative
Barry Donelan, Training Division Commander Captain Jake Bassett and
Training Section staff: Lieutenant Carlos Gonzalez, Sergeant Bryan Hubbard,
Recruit Training Officers Frank Mendoza, Mario Bonilla, and Robert Romero.
Celebratory cheers from family and friends rang out as the graduates were
announced and welcomed to the ranks of the Oakland Police Department.
Chief Kirkpatrick thanked the graduates’ families and loved ones for
supporting them during the arduous half year academy training.
The 11 newly sworn Police Officers are:

6. Troi Scott
7. Jimmy Sengthavilay
8. Chris Silva
9. Tyler Stephens
10. Derek Villia
11. Troy White
Most new officers received their badges from Chief Kirkpatrick, although two
had the honor of being pinned by members of their own family who currently
serve or have served in law enforcement:
1. Troi Scott: badge pinned by BART Sgt. Jason Scott (former OPD)
2. Tyler Stephens: badge pinned by Ret. San Benito County Sheriff Sgt.
Michael Stephens.
Chris Silva was honored as class valedictorian for having maintained the
highest overall academic and esprit de corps standing in the class. Derek Villia
received the physical fitness award, and Troi Scott was honored for defensive
tactics.
In several important ways, the 177th academy class is a well-rounded group.
Every graduating member has had some college experience and over half have
an associate’s or bachelor’s degree. Over half the class is bilingual: other
languages spoken include Spanish, Cantonese, Portuguese, Tagalog, and Lao.
The graduates are a welcome addition to our Oakland family and represent
another step forward in our efforts to grow the Police Department and increase
public safety in the City of Oakland.
