Early this morning, September 22, 2021, at 6:29 AM, a community member called the Oakland Police Department’s Communications Division to report a man armed with a firearm and brandishing that firearm in the 2400 block of Telegraph Avenue (it was later determined the 2200 block of Telegraph Avenue).

The investigation has revealed two uniformed officers were driving a fully marked patrol vehicle when they made contact with the suspect in the 2100 block of Telegraph Avenue. The suspect immediately began firing shots at the officers, resulting in one of the officers sustaining a gunshot wound. The investigation revealed that both OPD officers discharged their duty firearms.

The suspect then discarded his firearm, fled the scene on foot, to the 2100 block of Martin Luther King Jr. Way (MLK). The suspect, now armed with a knife, barricaded himself inside the lobby of a multi-residential building. Patrol officers quickly established a safety perimeter and advised residents to shelter in place.

OPD Patrol Officers, Tactical Team, Tactical Negotiators and the Mental Health Crisis Team, established communication with the suspect, who was still armed with the knife and had begun stabbing and cutting himself.

The Oakland Police Department’s focus and intention was to reach a peaceful surrender. Ultimately, the suspect chose to peacefully surrender and was taken into custody without incident.

The officer suffering from a gunshot wound was transported to a local hospital and listed in stable condition. No other officers were injured during this incident.

The suspect was transported to a local hospital where he was treated for gunshot wound(s) along with self-inflicted stab wounds and cuts.

Officers recovered the suspect’s discarded firearm from the 2100 block of Telegraph Avenue, and also recovered the suspect’s knife from the scene located in the 2100 block of MLK.

The Oakland Police Department would like to thank the following law enforcement agencies for their support and assistance by responding to emergency calls and providing continued service to our community while OPD managed today’s critical incident (officer-involved shooting).

California Highway Patrol (CHP), Berkeley Police Department, Alameda Police Department, San Leandro Police Department, Alameda County Sheriff’s Office and the staff at Alameda County Highland Hospital.

It is important for us to recognize and remember any time there is an officer-involved shooting in our community, it impacts the families, officers and members of our community.

Consistent with Departmental policy, this officer-involved shooting is being investigated by the Oakland Police Department’s Homicide Section, Internal Affairs Division and the Community Police Review Agency (CPRA). The case will be forwarded to the Alameda County District Attorney’s Office for review and charging.

The Oakland Police Department is committed to transparency. However, a complete investigative process requires information to be limited to maintain the integrity of the investigation. For this reason, only those preliminary details that do not compromise the investigation may be released at this time. Additional information will be released as soon as the investigation permits.
