Officer-Involved Shooting Investigation
The Oakland Police Department (OPD) is investigating an Officer-Involved Shooting (OIS). The incident occurred on November 7, 2023, just after 4:00 a.m. OPD officers initially responded to a ShotSpotter activation in the area of the 300 block of Frank Ogawa Plaza (later determined to be near the intersection of 16th Street and San Pablo Avenue) which was connected to the OIS.
Once on scene, responding officers located an individual with a gunshot wound(s). Officers immediately provided medical treatment to the individual. Unfortunately, the individual was pronounced deceased at the scene.
The preliminary investigation suggests that an OPD Sergeant, en route to work, encountered an armed individual who approached the sergeant’s vehicle. The events leading up to the discharge of the sergeant’s duty firearm will be part of the investigation into this OIS. The investigation remains ongoing.
Officers also recovered a firearm and multiple casings of different calibers at the scene.
In accordance with OPD policy, the sergeant involved in the incident has been placed on paid administrative leave.
Consistent with OPD policy, the OIS is being criminally and administratively investigated by the Oakland Police Department. The Alameda County District Attorney’s Office and the Community Police Review Agency (CPRA) are conducting independent investigations.
The Mayor of Oakland, City Administrator, and Police Commission Chair have all been notified of the investigation.
