The City of Oakland’s Housing and Community Development Department’s Rent Adjustment Program (RAP) administered its first “pulse survey” to assess the impact that the COVID-19 pandemic had on tenants and property owners from late March to September 2020. UPDATE: The Oakland Police Department (OPD) makes arrests in connection to an attempted murder of two California Highway Patrol Officers. OPD officers and members of the Hayward Police Department’s Special Response Unit took two male adults into custody without incident, in the 400 block of Rousseau Street in Hayward around 10 PM Tuesday.
