The incident occurred on November 7, 2023, just after 4:00 a.m. OPD officers initially responded to a ShotSpotter activation in the area of the 300 block of Frank Ogawa Plaza (later determined to be near the intersection of 16th Street and San Pablo Avenue) which was connected to the OIS.
