Site Description

The property consists of four City-owned parcels located along 36th Avenue and Foothill Boulevard in Oakland's Fruitvale neighborhood. These parcels are divided into two distinct development sites: 

  • Site A: comprises of 3550 and 3566 Foothill Boulevard and spans roughly 18,541 square feet
  • Site B: comprises 3600 and 3614 Foothill Boulevard and spans roughly 15,623 square feet

Together, the parcels cover approximately 34,164 square feet (0.78 acres). The property falls within City Council District 5 and is zoned RU-5 Urban Residential, allowing mid-rise and high-rise multi-unit residential developments with ground-floor neighborhood-serving businesses. Assessor’s Parcel Numbers (APNs) for the sites are 032-2115-038-01, 032-2115-037-01, 032-2084-051, and 032-2084-050.

The property is currently vacant and fenced, with proximity to community assets such as parks, clinics, and commercial spaces. Located within a ten-minute walk of the Fruitvale BART station and serviced by four bus lines, the site offers excellent transit connectivity.

Current Development Opportunities

The City is currently seeking proposals for the development of permanently affordable housing on the Property, with flexibility for one or both development parcels. The Request for Proposals (RFP) encourages designs that integrate high-quality architecture, active ground-floor uses such as retail or community spaces, and sustainable building practices. The desired projects should provide much-needed affordable housing while contributing positively to the surrounding Fruitvale neighborhood. Proposals should include plans for GreenPoint or LEED certification and incorporate community input into the design process.

To respond to the RFP, please follow the process below:

  1. Review the RFP Document
    Carefully review the RFP document to understand the project requirements, submission instructions, and evaluation criteria.
  2. Prepare Your Submission
    Your response must include:
    • Transmittal Letter: A signed letter summarizing your proposal. The transmittal letter should state clearly if the proposal is for the entire Property (Sites A and B) or just for one of the sites, and if so, which one. 
    • Project Proposal: A detailed response addressing all required items listed in the RFP.
    • Completed Worksheets: Download the required financial worksheets here or find them in the document section below. All worksheets must remain in their original spreadsheet format (.xlsx or .csv).
    • City Contracting Schedule Forms: Download the required forms here or find them in the document section below. These forms must be submitted in .pdf format.
  3. Submit Electronically via RFP Submittal Portal (currently closed, will open soon)

  4. Pre-Bid Meeting
    A pre-bid meeting will be held on Wednesday, February 12 from 11am to 12pm to provide instructions on the City Contracting process and to answer additional questions about the RFP and development opportunity.
