Hegenberger Corridor Investments and Improvements

The City of Oakland, the Port of Oakland, local businesses and workers, and area residents have long worked together to invest in and improve the vital Hegenberger Corridor in East Oakland. 

Starting in 2023, as safety and economic issues struck the area, that work was ramped up, including a strengthening of coordination with the corridor’s business owners and operators and the increased focus and efforts by the City and its partners. This web page provides information about some of those efforts. 

The City and its partners are working on a long-term, holistic strategy to support the corridor, and the City shares our partners’ strong commitment to making major improvements to safety and fostering long-term economic development in this area. As of Summer 2024, some of our recent progress includes: 

  • Sustained strategic police deployments contributing to ongoing reductions in most major crime rates. 
  • Investment in additional security cameras that will integrate into the larger Safe City camera network enhancing coordination with law enforcement. 
  • FLOCK cameras, District 6 and 7 cameras and the speed safety cameras 
  • Formation of a steering committee to lead a Hegenberger Area Business Improvement District Feasibility Study, to support long-term investment. 
  • Additional financial and programmatic investment in the Corridor Safety Ambassador initiative for the coming year, through partnerships with the Black Cultural Zone.  
  • Accelerated processing of Façade and Tenant Improvement Program reimbursement grants with support from a contractor to administer the program.  
  • Oakland Public Works has been street sweeping twice per week, prioritizing illegal dumping and graffiti abatement service requests, and more frequently abating vegetation and weeds along the corridor. 
  • OakDOT (the City of Oakland Department of Transportation) has prioritized paving and striping in the Hegenberger vicinity, including significant work on Edes Avenue (full paving plan maps are available here). 

The City recognizes that more challenges remain ahead, including reducing commercial burglaries, and that some recent high-profile incidents are unacceptable. Our commitment is unwavering, and we will continue to serve our Hegenberger community and partner with them to continue problem-solving and reinforcing the critical investments to further realize what a vibrant and special place this corridor can be.
