The City of Oakland is performing work to rehabilitate utilities in an easement running parallel with Highway 13. All work is scheduled to be performed as a preventative maintenance measure to an aging 20-inch sewer main which serves as a trunk line to the adjacent neighborhood. The method of rehabilitation involves cast in place pipe (CIPP), a process where resin is cast inside of the sewer pipe and allowed to cure. The CIPP process will create some resin-related odors that should clear out with evening winds. Although it is not harmful to breathe, the City recommends that homeowners, motorists, and citizens close their windows when passing through the area if the smell is unpleasant.
Work is adjacent to the Highway 13 northbound lane between located between the I-580 Freeway and the Carson Street exit. Access to the easement will require heavy equipment to access the easement via Highway 13. Construction may directly affect the lane of travel closest to the shoulder (right-hand northbound lane) between the hours of 9am - 3pm, Monday through Friday, between October 21, 2019 and late December 2019. The City does not anticipate lane closures to be permanent or last beyond the expected daily schedule.
