2030 ECAP – Racial Equity Impact Assessment + Implementation Guide

In July 2020, Oakland’s 2030 Equitable Climate Action Plan (ECAP) was adopted by City Council alongside a Racial Equity Impact Assessment + Implementation Guide (REIA). The REIA provides a comprehensive set of recommendations and best practices to help City staff maximize equity throughout the ECAP’s 10-year implementation period.

The Lead Author of the REIA is Marybelle Nzegwu Tobias, Principal, Environmental / Justice Solutions. Contributing Authors include Colin Miller (Coordinator, Oakland Climate Action Coalition) and David Jaber (Director of Optimization, Blue Star Integrative Studio, Inc.).
