Campaign finance statements mandated under state and local law are filed electronically with the Public Ethics Commission and are accessible in datasets on OakData.

Failure to Intervene Police Personnel Records

By law, the public has a right to records relating to the report, investigation, or findings of a sustained finding that an officer failed to intervene against another officer using force that is clearly unreasonable or excessive.

Excessive Force Police Personnel Records

By law, the public has a right to records relating to the report, investigation, or findings of a sustained finding involving a complaint that alleges unreasonable or excessive force.

Sexual Assault Police Personnel Records

By law, the public has a right to any record relating to an incident in which a sustained finding was made by a peace officer engaging in sexual assault or sexual misconduct with a member of the public.

Dishonesty Police Personnel Records

By law, the public has a right to any record relating to an incident in which a sustained finding was made involving dishonesty by a peace officer directly relating to the reporting, investigation, or prosecution of a crime, or directly relating to the reporting of, or investigation of misconduct by, another peace officer.

Use of Force Police Personnel Records

By law, the public has a right to records relating to the report, investigation, or findings of an incident involving the use of force against a person by a peace officer that resulted in death or great bodily injury. These records are disclosable even when the officer's use of force is exonerated.

Negotiated Settlement Agreement (NSA) Ad Hoc

This Ad Hoc Committee is tasked with: (1) Representing the Commission in all deliberations and discussions with other City of Oakland stakeholders pertaining to the Sustainability Period and efforts to resolve Court oversight; (2) Reviewing the status of OPD compliance with NSA Tasks 5 (investigations) and 45 (racial disparity in discipline) and make recommendations as to any policies that may be required to achieve compliance in these areas, including the review and assessment of the January 18, 2023 policy recommendations of Clarence, Dyer & Cohen, LLP; and (3) Recommend policies and actions required to ensure that the constitutional policing mandated by the NSA continue beyond the Sustainability Period.
