Oakland's 2020 Energy and Climate Action Plan (ECAP) was adopted by the City Council on December 4th, 2012. The purpose of the City's first ECAP is to identify and prioritize actions the City can take to reduce energy consumption and GHG emissions associated with Oakland. The ECAP also establishes how to coordinate implementation of those actions and how to track progress. The ECAP assists the City of Oakland in continuing its legacy of leadership on energy, climate and sustainability issues.
