Update Oct. 7, 2024: The online application system in the APPLY link above is being updated to reflect changes in the Local Business Enterprise (LBE) certification criteria. You will still need an iSupplier registration to begin the Local and Small Local Business Certification application process.
Effective October 1, 2024. Ordinance 13814 C.M.S. defines “substantial presence” in the Oakland geographic region as:
a. Headquartered (Primary Office location) within the Oakland geographic region ( City of Oakland); or
b. Either twenty percent (20%) of the total company workforce or a minimum of 50 employees must work in the Oakland office.
LBE Applications and Renewals In-Process on or after Oct. 1, 2024
- All applications for LBE certification, whether a first-time application or renewal application, including any pending applications, will be reviewed under the new criteria as of October 1, 2024.
- New LBE applicants: Since the online application (in the APPLY link) does not yet have an option for substantial presence based on (b) 20% of the workforce or 50 employees in Oakland, until our system updates are completed, you may select, “Your firm is headquartered in Oakland” in order to proceed to choose the LBE application.
Previous LBE Applications or Renewals Denied for Headquarters Location
- If your business was denied an LBE certification starting July 1, 2022 and currently fit new criteria, email us at certification@oaklandca.gov to request a review of your LBE Denial.
Certifications as Small and Very Small Local Businesses
- The review criteria for Small Local Business (SLBE) and Very Small Local Business (VSLBE) Enterprises did not change and will continue to require headquarters in Oakland.
