Oakland Hotel Minimum Wage and Working Conditions Law

In 2018, Oakland voters passed Measure Z, which required hotels to pay a hotel minimum wage, set workload standards, and required panic buttons for worker safety.

Summary

The law (Oakland Municipal Code Chapter 5.93) applies to hotels with 50 or more rooms:

  • Hotel Minimum Wage (Effective Jan. 1, 2025): $18.36 per hour with benefits and $24.48 per hour without benefits​.
  • Maximum Workload:  4,000 square feet of floorspace cleaned in 8 hours​
  • Consent is required for working over 10 hours​
  • Worker Safety: Panic buttons for housekeepers, room servers, and other hotel employees working alone in guest rooms or bathrooms.
