Joanna Winter, AICP, is a planner with the City of Oakland's Strategic Planning Division, applying her experience in local government, advocacy, and consulting to develop long-range plans and policy. She is currently project manager of a specific plan to guide the fast-paced growth in Downtown Oakland toward more equitable community outcomes. She is co-lead of the Department of Planning & Building's racial equity team, and has a Master of Regional Planning from Cornell University, Bachelor of Arts in Liberal Arts (Sociology major) from Grinnell College, and background in housing policy and development, land use policy and planning, community engagement, food systems, cohousing development, and community design for social factors including health, safety and community interaction.
