Monica Pelayo Lock

Monica Pelayo Lock is the Director of Communications and Engagement at the Office of Inspector General (OIG). With years of experience in the nonprofit and academic sectors, she brings a unique perspective to this role. She holds a Ph.D. in History from the University of Southern California and has taught History at the University of Massachusetts, Boston. In the Bay Area, she has collaborated with museums, government agencies, and universities.

At the OIG, she oversees media relations, manages digital communication channels, and develops outreach initiatives to enhance transparency and accountability in civilian oversight. She is committed to engaging with the Oakland community and ensuring that the OIG’s work fosters public trust and improves police oversight.
