Inspector General (IG) Maloof has over 30 years of law enforcement experience with over 20 years in law enforcement oversight experience. He has served in various federal Offices of Inspector General (OIG) including offices in Homeland Security, Transportation, and the US Postal Service where he has undertaken independent internal investigations. IG Maloof holds a Bachelor of Arts in Sociology with a concentration in Criminology from San Jose State University and a Juris Doctorate from New College of California School of Law with a focus on international criminal law. While in law school, IG Maloof completed an externship at the United Nations (UN) International Criminal Tribunal for Rwanda (ICTR). The ICTR, established by the UN Security Council, prosecuted individuals responsible for the Rwandan genocide and other serious violations of international humanitarian law.
Prior to becoming the IG for Oakland, he served as the Deputy Inspector General (DIG) for the Bay Area Rapid Transit (BART) OIG managing the day-to-day functions of the OIG, including overseeing audits and investigations, revising policies and procedures, assisting with the development of a charter that outlined the roles, responsibilities, and authority of the OIG, and reported findings and recommendations to the BART administration, the Board of Directors, and the public. In 2024, IG Maloof became a Certified Inspector General through the Associations of Inspectors General.
Prior to being DIG for BART, IG Maloof served as a Senior Special Agent and Subject Matter Expert over the USPS OIG Western and Pacific Area Field Offices, Healthcare Fraud Division, as well as Acting Assistant Special Agent in Charge. While at DOT-OIG and DHS-OIG he coordinated multi-agency high-risk task forces, conducted complex and sensitive investigations—both criminal and administrative—reviewed national-level policies and made recommendations. IG Maloof also served as a trainer and instructor in various collateral duties, including, but not limited to, Firearms Instructor and Coordinator, Control Tactics Instructor and Coordinator, M-4 Rifle Instructor, Non-Lethal Instructor, Evidence Custodian, and Financial Crimes Representative.
IG Maloof conducted federal investigations in ERISA compliance, FEMA fraud, public corruption, employee misconduct, pipeline and hazardous materials safety violations, aviation fraud, mail theft, narcotics, financial fraud, healthcare fraud and other areas related to oversight of federal departments. He has received numerous awards for his work, including Employee of the Year, and two Council of the Inspectors General on Integrity and Efficiency (CIGIE) Awards for Excellence.
IG Maloof has dedicated his life to public service. He served as President of the San Francisco Bay Area Chapter of the National Organization of Black Law Enforcement Executives (NOBLE) and currently serves as a life member and executive board member of the chapter. NOBLE, known as the "conscience of law enforcement," addresses critical issues aimed at improving the law enforcement profession and its service to the community. The motto "Justice by Action" reflects IG Maloof’s dedication to achieving goals through research, training, professional development, and community outreach activities.
