You can start by reviewing the City of Oakland's Local Hazard Mitigation Plan [LHMP]. The LHMP provides a direction for reducing the potential for loss of life, property damage, and environmental degradation from natural disasters, while accelerating economic recovery from those disasters.

Psychological First Aid
Psychological First Aid Skills Course was originally created by Elizabeth McMahon, PhD, and Susan Schmitz, MAIDP for Neighborhood Emergency Response Team (NERT) and funded by SF Department of Public Health. This Bay Area Training and Exercise Program Sponsored course offers helpful tools to take care of yourself while helping others in disaster or emergency.
This 4-module series can be taken anytime at your own pace. Each module can stand alone, but they also build on each other.
- Module 1: Coping with Stress – focused on self-care and caring for others, dealing with stress
- Module 2: Making Fast Connections – focused on skills to make a quick effective connection with people who are in distress/dealing with disasters
- Module 3: Handling Difficult Reactions – focused on dealing with predictable, challenging, and difficult reactions from people who are stressed
- Module 4: Avoid Personal Burnout – focused on techniques to avoid burn out and improve your quality of life
Listos
Listos is a grass-roots disaster preparedness program that can be tailored to meet the individual needs of Spanish-speaking communities. The program is delivered in a format that is both culturally and linguistically appropriate for the target population.
Alertar y Preparar LISTOS was developed by Aware & Prepare to provide Spanish-language disaster preparedness education, both locally and nationally. The core of the Alertar y Preparar LISTOS design is based on building sustainable relationships and partnerships with local businesses, community leaders, and non-profit organizations.

Oakland Firesafe Council’s goals are to increase the number of well-organized and active neighborhoods, provide preparedness information and detailed Guides, promote hardening of residences and communities against wildfire and earthquake, and help ensure a safer recovery from a disaster, among other efforts.
