Capital Contracts Division

The Capital Contracts Division (CCD) provides contract services for two departments: the Public Works Department (OPW) and the Department of Transportation (OakDOT). Our contracts are only for capital improvement projects, which are projects that improve the infrastructure of City property. These projects are approved by the City Council during the two year budget cycle.

RV Pilot Program for Vacant Properties

On July 28, 2020, the Oakland City Council adopted Ordinance Number 13611, codified as Oakland Municipal Code 5.72 , establishing a Pilot Program to allow an individual Recreational Vehicle (RV) to occupy a vacant property where residential activities are permitted.

City Leadership on the ECAP

The sixth section in Oakland’s 2030 Equitable Climate Action Plan (ECAP) focuses on City leadership. Oakland’s Climate Emergency and Just Transition Resolution acknowledged the severity of the climate crisis and the City’s intent to be a leader on equitable climate action. This section envisions an Oakland City government that demonstrates climate leadership throughout its operations, and supports deep engagement on climate action within the community.

Climate Adaptation

The fourth section in Oakland’s 2030 Equitable Climate Action Plan (ECAP) focuses on climate adaptation. Even if Oakland’s contribution to the climate crisis ended tomorrow, our city would still be impacted by climate change. Carbon in the atmosphere will continue to influence sea level rise, wildfires, and other threats. While Oakland continues its efforts to slow and reverse climate change, resilient infrastructure and risk reduction measures must be in place to address the immediate and foreseeable climate risks to health and safety, particularly in frontline communities.
